Extract from Minutes of Executive Council Meeting

Council advised that the efficiency of the
control and management of the Police Department by its Senior
Officers, both under recent conditions prevailing in the Colony,
and previously in regard to the suppression of Crime (when Mr. Badeley was present) gave cause for misgiving, and did not
command confidence. Council was of opinion that unless confidence
were restored it would be advisable that an officer should be
appointed to the Police from outside.
